สถานการณ์การลงทุนในเบงกอลตะวันตก

                                   การลงทุนจากต่างประเทศ (FDI) ในรัฐเบงกอลตะวันตกในช่วง10 เดือนแรกของปี 2555 – 2566 มีมูลค่ามากกว่า 19,000 ล้านรูปี คิดเป็นร้อยละ 1 ของการลงทุน FDI ทั้งประเทศอินเดีย (ในขณะที่ในปี 2554-2555 มูลค่าการลงทุน FDI อยู่ที่ 18,000 ล้านรูปี) ในขณะที่รัฐอื่นๆ ได้รับการลงทุนลดลง และอัตราการเติบโตทางอุตสาหกรรมของรัฐฯ สูงถึงร้อยละ 6.24 ซึ่งเป็นอัตราสูงเกือบสองเท่าตัวของอัตราการเติบโตอุตสากรรมของประเทศโดยเฉลี่ย  　 อย่างไรก็ตาม เมื่อพิจารณาในช่วง 5 ปีที่ผ่านมา มูลค่า FDI ในเบงกอลตะวันตกสูงที่สุดในปี 2551 – 2552 ซึ่งเป็นช่วงก่อนที่บริษัทตาต้ามอร์เตอร์ถอนตัวจากเมืองสิงกุร (Singur) ในปีถัดมา FDI ในรัฐฯ ตกลงมาเหลือเพียง 5,300 ล้านรูปี และในปี 2554 ก่อนการเลือกตั้งทั่วไปของรัฐ มูลค่า FDI ลดลงเหลือเพียง 4,250  ล้านรูปี อย่างไรก็ตาม เนื่องจากปัญหาเศรษฐกิจของโลก ส่งผลให้การลงทุนเริ่มหลั่งไหลเข้ามาในเบงกอลตะวันตกในปี 2554

                            นาย Partha Chatterjee รัฐมนตรีพาณิชย์และอุตสาหกรรมของรัฐฯ กล่าวว่าการลงทุนในระยะหลังนี้ มุ่งมาที่อุตสาหกรรมเหล็ก โครงสร้างพื้นฐาน การผลิต และการท่องเที่ยว บริษัทโกเบเหล็กกล้าของญี่ปุ่นจะร่วมลงทุนกับองค์การเหล็กกล้าอินเดีย (Steel Authority of India Limited - SAIL) ผลิตเหล็ก iron nugget ในอัตราการผลิต 5 แสนตันต่อปี ในเมืองทุรคาปุระ (Durgapur) ด้วยมูลค่าลงทุน 15,000 ล้านรูปี

FDI Flow to West Bengal Grows Compared to the Rest of the Country Where It Shows a Decline

          In ten months of the last fiscal year, the foreign direct investment in West Bengal has risen which is unlikely to the rest of the states in the country where it has seen a decline. This has been witnessed during the industrial growth at 6.24 % which is almost twice of the National average.

           As per the department of Industry Policy and Promotion West Bengal attracted FDI of more than Rs 19 billion in 2012-2013 but its share in the all-India FDI pie chart has remained constant at 1 %. In April-March period in 2011-12 the FDI record of West Bengal was little above Rs 18 billion whereas in April-January the FDI increased to more than Rs. 19 billion. Taking the last five years together the FDI in West Bengal was highest in 2008-09, just before the Tata Motors decided to quit from Singur.  The FDI flow started declining rapidly and the next year it dropped to Rs. 5.3 billion due to lack of investors urge to invest in the state. In 2011 right before the state assembly elections, it further dropped down to Rs. 4.25 billion. But due to economic uncertainties in the world, foreign funds started raining into the state and the figure increased to more than Rs. 18 billion in 2011-12.                                                                          

           According to the Commerce and Industries minister of Bengal Partha Chatterjee, West Bengal is seeing renewed interest of investors in sectors like steel, infrastructure, manufacturing and tourism. Kobe Steel of Japan has also proposed to invest in joint venture with Steel Authority of India Limited (SAIL). They are going to set up a 0.5 million ton per annum iron nugget making plant at SAIL’s alloy steel plant in Durgapur with an investment of Rs. 15 billion. Japan has always been major foreign investors in India. Over the last two years Japanese firms have been coming up to invest in India. Several investment proposals have come from companies like Tata Telecom, Mitsubishi and Tractors India. Big projects like Bengal Aerotropolis (in Durgapur) are on the verge of completion. According to Partha Chatterjee all these have resulted in attracting foreign investments.
